The Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024 (SI 2024/1332) were made on 11 December 2024 and came into force on 1 January 2025, with PackUK as scheme administrator. Producers report packaging placed on the market and pay fees that fund local-authority collection of household packaging; the first fee year is 2025/26 and fees for packaging placed on the market in 2024 were invoiced from October 2025. The regulations were debated in the Commons Delegated Legislation Committee on 27 November 2024 and in the Lords on 28 November 2024.

Year-one base fees were £423 per tonne for plastic and £192 per tonne for glass. From 2026/27 fees are modulated using a red-amber-green recyclability rating; illustrative year-two figures show red-rated plastic paying about 29 percent more than the base fee.

Status as at September 2026: in force; modulated fees for 2026/27 published as illustrative and being finalised by PackUK. Dates verified against SI 2024/1332 (legislation.gov.uk) and Defra's packaging extended producer responsibility (EPR) fees guidance on 23 September 2026.
